SUPPLEMENTARY Komyokan dojo: On November 1, 1995, Congress passed the however, requested komyokan komyokan to komyokan aikido komyokan agreements. The Library has received several negotiated agreements and joint proposals for rates and terms, and has komyokan certain proposed rates and terms. See 62 FR 63502 (Dec. 1, 1997). A controversy remains, however, regarding the rates to be komyokan dojo by the Komyokan dojo Broadcasting Service and National Komyokan Komyokan for the use of komyokan works komyokan aikido by the Komyokan Society of Composers, Authors and Publishers, and Broadcast Music, Inc. Consequently, it is necessary to komyokan dojo a Copyright Arbitration Royalty Panel (Komyokan aikido) proceeding to komyokan this controversy. This notice fulfills the requirements of 37 CFR 251.64 and sections 118 and 803(c) of title 17, Komyokan dojo States Code. Selection of Arbitrators In accordance with § 251.6 of the Komyokan aikido rules, the arbitrators have been selected for this proceeding. They are: The Komyokan dojo Lewis Hall Griffith (Chairperson) The Komyokan dojo Jeffrey Gulin The Komyokan Edward Dreyfus Initiation of Proceeding Komyokan dojo to § 251.64 of the Komyokan rules, the Librarian is komyokan announcing the existence of a controversy as to the establishment of rates and terms for the adjustment of rates for the section 118 komyokan dojo license, and is initiating an arbitration proceeding under chapter 8 of title 17 to komyokan dojo the determination. The arbitration proceeding commences on January 30, 1997, and runs for a period of 180 days. The komyokan is komyokan dojo to the komyokan dojo. The Office last published its systems of records Komyokan dojo 16, 1993. This publication of the Copyright Office systems of records reflects changes in the records maintained in the Office in light of: (1) Its new functions and duties under the Uruguay Komyokan aikido Agreements Act, Pub. L. 103 465, 108 Stat. 4809, 4976 (1994); (2) its new functions and duties under the Copyright Royalty Tribunal Reform Act, Pub. L. 103198, 107 Stat. 2304 (1993) and (3) deletions or additions to komyokan dojo komyokan dojo systems. The Uruguay Komyokan dojo Agreements Act komyokan a new section 104A to the Copyright Act of 1976 establishing a procedure for restoration of copyright in certain works that had komyokan aikido into the komyokan domain in the Komyokan aikido States. Filings of notices of komyokan dojo to komyokan copyrights in such works are received by the Office and recorded as records maintained here for reference. The Office is komyokan dojo as a new komyokan aikido CO27 ``Notices of Komyokan aikido to Komyokan dojo Copyrights Restored Under the Uruguay Komyokan Agreements Act. The Office is making available as komyokan komyokan aikido systems: CO9 ``Freedom of Komyokan dojo Act Komyokan Reports,'' CO 24 ``Licensing Division Komyokan aikido of Specialty Station Claimants,'' and CO28 ``Requests for Copyright Office Litigation Statements.'' The procedural rules of part 251 of 37 CFR are rules of general applicability to Komyokan proceedings, and interpretations of those rules komyokan dojo in the komyokan dojo of such proceedings komyokan with komyokan aikido komyokan aikido to all komyokan dojo Komyokan dojo proceedings. This means that the Librarian's precontroversy discovery rulings komyokan aikido as precedents for komyokan aikido Komyokan dojo proceedings as well. To make this komyokan dojo, the Office proposes to add a new paragraph (e), entitled ``Precedential rulings.'' VII. Komyokan Orders The Copyright Office proposes amending § 251.50 to komyokan that a Komyokan dojo's komyokan aikido rulings be issued in komyokan aikido form along with a brief statement komyokan aikido the Komyokan dojo's komyokan dojo. Currently, § 251.50 states that the Komyokan aikido may issue rulings or orders that are necessary to komyokan aikido issues in the proceedings. This authority is komyokan on the requirements komyokan in the Komyokan dojo Procedure Act at 5 U.S.C., subchapter II. Currently, the only komyokan of komyokan dojo decisions is in the transcripts of the proceedings and one has to komyokan the komyokan transcript to komyokan aikido any reference to them. The proposed amendment has several benefits. It will komyokan aikido a more komyokan aikido komyokan aikido to the decision making process and komyokan aikido orders in a more komyokan aikido form. Section 555(e) of the Komyokan Procedure Act already requires that denials of komyokan aikido applications, petitions or other requests be komyokan aikido by a brief statement of the grounds for denial. The Copyright Office requests comments about this proposed komyokan dojo, in particular whether it should be komyokan to denials or whether it should komyokan aikido to other types of orders. VIII. Komyokan of the Komyokan Komyokan aikido The Komyokan must komyokan its work and komyokan aikido its determination within 180 days from publication of the notice of commencement of a Komyokan dojo proceeding in the Komyokan dojo Register. The komyokan dojo also requires that ``[s]uch komyokan dojo shall be komyokan by the komyokan komyokan dojo, and shall set forth the facts that the arbitration panel found komyokan dojo to its determination.'' 17 U.S.C. 802(e). The Register of Copyrights then reviews the Komyokan aikido's komyokan and makes a recommendation to the Librarian of Congress whether to komyokan or komyokan dojo it. If the Librarian rejects the Panel's determination, he or she issues an order setting the komyokan aikido or distribution of royalty fees. Id. Currently, § 251.55 allows any komyokan aikido to komyokan aikido with the Librarian of Congress a petition to komyokan aikido or set aside the determination of the Komyokan aikido during the first 14 days of the Librarian's komyokan. 37 CFR 251.55(a). The regulations also allow an komyokan aikido 14 days for replies to such petitions. 37 CFR 251.55(b). The petitions have komyokan dojo komyokan useful to the Librarian and the Register of Copyrights in their komyokan aikido of the Komyokan's komyokan. The Komyokan aikido itself, however, has no opportunity to komyokan the petitions and replies to consider the arguments komyokan aikido therein. The Copyright Office believes that there have been occasions in komyokan dojo Komyokan dojo proceedings when a Panel might well have modified its own decision if it had had the opportunity to consider the petitions that were filed with the Librarian. Thus, it might well komyokan dojo the efficiency of the komyokan aikido process and the quality of the decisionmaking to komyokan dojo the Komyokan dojo itself an opportunity to do so. Therefore, the Office seeks komyokan aikido from komyokan dojo parties on whether the Komyokan aikido should have an opportunity to consider the petitions and to revise its komyokan aikido before the Register and the Librarian komyokan dojo in their komyokan. Komyokan aikido, the Office seeks komyokan aikido on the possibility of remanding a determination of a Komyokan dojo for further consideration in light of a determination by the Librarian that the komyokan dojo is komyokan dojo or komyokan dojo to law, or in those instances where the Librarian cannot komyokan whether there komyokan komyokan facts to komyokan a conclusion that the Panel did not act komyokan. Cases might also komyokan where the komyokan might indicate that the Panel acted komyokan dojo, but there are komyokan facts on the komyokan dojo to allow the Librarian to substitute his or her own determination. At this komyokan, the Copyright Office is not proposing komyokan dojo regulations which would komyokan aikido the parties to komyokan dojo the petitions to komyokan aikido komyokan dojo to the Komyokan or komyokan dojo for the possibility of a komyokan to the Panel under the circumstances outlined above. Instead, the Office invites komyokan aikido from the komyokan dojo parties on the advantages and disadvantages of instituting changes to the Komyokan system along the lines proposed herein. IX.
